Abstract

This study examines the effectiveness of the management of the New Student Admission Program (PPDB) in a Madrasah Ibtidaiyah, using the CIPP evaluation framework that includes context, input, process, and product. Through observations, interviews, and document analysis, this study revealed that PPDB in Madrasah Ibtidaiyah Cirebon aims to increase the number of new students and collaboration with RA and TK, without focusing on improving the quality of incoming students. The PPDB committee has not demonstrated efficiency, with the involvement of all staff and funds managed jointly by the madrasah and the foundation. PPDB implementation is often late from the set schedule, and promotion only highlights excellence in teaching and extracurricular activities, with no selection or psychological tests for prospective students. There is no requirement for prospective students to include a health certificate. Thus, although the PPDB program succeeded in increasing the number of students, there has been no improvement in the quality of educational inputs. These results suggest that the madrasah principals' policies on PPDB need to be revised to focus on improving the quality of education, not just the number of students.
